The TMC Carrier Services Program is only for certified Competitive Local Exchange Carriers (CLECs). CLECs must be
certified with the Public Utilities Commission (PUC) and have an Operating Company Number (OCN) for each state they operate
in, as well as an Access Customer Name Abbreviation (ACNA).
